(A) An owner of an abandoned residential property which becomes blighted through the lack of adequate maintenance and security, whether registered or not, shall pay a monthly administrative fee, the amounts of which shall be established by village resolution, for the time during which such property remains in violation of this subchapter.
(B) Fees under this section shall be established to support the services rendered by the village in the course of its duties related to abandoned residential structures.
(C) The monthly administrative fee shall be paid so that it is received by the village on or before the seventh day of each month following each month during which the property is in violation of this subchapter for 15 days or more.
(D) A late fee, in an amount to be established by the Village Council, shall also be payable by an owner of an abandoned residential structure when the monthly administrative fee is not timely paid.
