351.17 RESIDENTIAL PERMIT PARKING ZONE.
   (a)   The following residential permit parking zones are hereby established:
      (1)   Thresher Street from W. Broadway to Burg Street;
      (2)   W. College Street in the 400 and 500 blocks only (from N. Plum Street west to the end of the street);
      (3)   In the 100 block of W. College Street from the easternmost property line of 111 W. College to the westernmost property line of 129 W. College Street;
      (4)   Sheppard Place;
      (5)   The municipally-owned parking lot located on Burg Street just south of Thresher Street in any space so posted;
      (6)   Summit Street from N. Pearl Street to N. Prospect Street;
      (7)   N. Plum Street from Broadway to College Street.
      (8)   204 S. Main St. on E. Elm St. in any space so posted.
      (9)   204 E. College St. on N. Prospect in any space so posted.

   (b)   Parking of any motor vehicle is prohibited on a public street within a Residential Permit Parking Zone unless such motor vehicle displays a valid permit issued by the Village. The Village Manager may suspend the permit parking regulations for special community events and for street construction and repair projects in the general area.

   (c)   Residents, property owners, or tenants within or adjacent to a Residential Permit Parking Zone may obtain permits from the Police Department to park their motor vehicles, and for their guests to park their motor vehicles, on streets within the Residential Permit Parking Zone. Excepted from those entitled to permits are Denison University students who reside in university dormitory facilities. The Manager shall issue rules and regulations governing the manner in which persons shall qualify for and receive parking permits.

   (d)   The Manager shall cause appropriate signs to be erected to effectuate this section.
   (e)   Permits shall be displayed on motor vehicles in a manner determined by the Manager.
   (f)   A permit shall not guarantee or reserve for the holder an on-street parking space within the Residential Permit Parking Zone or exempt the permit holder from parking restrictions or prohibitions established pursuant to authority other than this section.
   (g)   The following acts are unlawful and in violation of this section:
      (1)   Standing or parking a motor vehicle on any street within a Residential Permit Parking Zone without properly displaying a valid permit issued by the Village;
      (2)   Providing false information to the Village with the purpose of obtaining a parking permit;
      (3)   Allowing the use or display of a parking permit on a motor vehicle other than that for which the permit was issued;
      (4)   Copying, producing, or otherwise bringing into existence a facsimile or counterfeit parking permit;
      (5)   Using or displaying a facsimile or counterfeit parking permit without written authorization of the Village;
      (6)   Displaying or failing to surrender a parking permit revoked by the Manager.
   (h)   Any motor vehicle parked upon a public street in violation of this section is hereby declared a public nuisance. (See GCO 303.08)
   (i)   The Manager is authorized to revoke the residential parking permit of any person found to be in violation of this section.
   (j)   A violation of any provision of this section is a minor misdemeanor on a first offense. On each subsequent violation, a violation of any provision of this section is a misdemeanor of the fourth degree. Any motor vehicle parked in violation of this section is immediately subject to towing at the direction of the Police Department. Vehicle owners shall pay towing and storage charges prior to the release of the motor vehicle.
