(a) Notwithstanding the provisions of Section 313.03(c)(2), no vehicle shall make a right turn against a red signal at the following intersections:
(1) Main St. and Broadway between the hours of 7:30 a.m. and 7:30 p.m.;
(2) Prospect St. and E. Broadway between the hours of 7:30 a.m. and 7:30 p.m.;
(3) Pearl St. and E. Broadway between the hours of 7:30 a.m. and 7:30 p.m.;
(4) Cherry Valley Rd. northbound and southbound at State Route 16 between the hours of 7:30 a.m. and 7:30 p.m.

(b) Except as otherwise provided herein, whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; whoever violates any provision of this section, and has pleaded guilty to or been convicted within the past twelve months of a violation of any Ohio law or municipal ordinance regulating the operation of motor vehicles on streets or highways, is guilty of a misdemeanor of the fourth degree; whoever violates any provision of this section, and has pleaded guilty to or been convicted within the past twelve months of more than one violation of any Ohio law or municipal ordinance regulating the operation of motor vehicles on streets or highways, is guilty of a misdemeanor of the third degree.
