(a) In general, utility easements shall be a minimum width of twenty (20) feet and located at the side or rear of lots whenever possible.
(b) Where a subdivision is traversed by a watercourse, drainage way, channel or stream, there shall be provided a storm water easement or drainage right of way not less than twenty (20) feet in width, conforming substantially with the lines of such watercourse.
