(a) Except as otherwise provided, a permit is required for an individual to personally, or through an agent or employee:
(1) Solicit funds; or
(2) Distribute any commercial handbill in or upon another's property.
(b) A permit is not required for:
(1) The distribution of noncommercial handbills;
(2) The solicitation of funds or the distribution of commercial handbills by or on behalf of organizations which have been accorded tax-exempt status pursuant to Section 501(c)(3) of the Internal Revenue Code.
