(a) The Commission shall not incur any indebtedness or acquire any property, real or personal, without the prior written consent of Council.
(b) No indebtedness of any nature of the Commission shall constitute an indebtedness of the Town of Granville, the Council of Monongalia, or any agency thereof, except the Commission. No indebtedness or obligations incurred by the Commission shall give any right against any member of Council or any member of the Commission.
