(a) No person shall construct any driveway which abuts a state or county road without first obtaining a permit to do so as provided in this article.
(b) Any owner or authorized agent who intends to construct a driveway which abuts a state or county road shall first make application to the Code Enforcement Officer and obtain the required permit.
(c) To obtain a permit, the applicant shall file an application therefor, in writing, which application shall include the following:
(1) A plot plan, drawn to scale, showing the location of the proposed driveway;
(2) The dimensions of the driveway.
