1733.02 REGISTRATION OF OUTDOOR ADVERTISERS.
   (a)    Required; Application. Every person engaged in the business of erecting, altering, repairing and maintaining ground signs, wall signs, projecting signs, roof signs, post signs and any other type of outdoor display signs shall apply to the Code Enforcement Officer for registration.
   (b)    Liability Insurance Coverage Required. The applicant for registration hereunder shall file with the Mayor a certificate of standard form contractor's public liability insurance covering personal injuries with limits of not less than twenty thousand dollars ($20,000) and fifty thousand dollars ($50,000), protecting the Town.
   (c)    Certificate of Registration; Eligibility. Upon compliance with the provisions requiring liability insurance coverage and payment of the fee stipulated in Section 1733.07 , the applicant shall be eligible to receive a certificate of registration.
   (d)    Effect. A certificate of registration shall authorize the holder thereof to engage in the business of outdoor advertising from the date of issuance to the succeeding June 30; provided, that the holder complies with the requirements of this article.
   (e)    Renewals. Registration required by this section may be renewed for a period of one year upon application and payment of the annual fee; provided, that the liability insurance policy required by this section is kept in force for the ensuing years. Application shall be made for renewal before July 1. Failure to renew any certificate within thirty days after July 1 shall automatically bar the applicant from the renewal privilege hereby extended.
   (f)    Change of Name or Form of Organization; Transfer of Registration. If a person changes the name or form of organization under which he operated, such person shall be required to register and pay the same fee as would be required of a new registrant. Nothing in this section shall be construed to permit the transfer of a registration from one registrant to another.
