If the owner and parties in interest fail to comply with any order issued pursuant to Section 1719.11, then Council may appropriately implement the order by:
(a) Applying to the Circuit Court of Monongalia County, West Virginia, for an injunction prohibiting the use and occupancy of such building.
(b) Cause the repair and restoration to be made.
(c) Cause the demolition and removal of such building.
