On any permit issued under the provisions of this article the Council may specify and promulgate reasonable regulations as to the manner and methods to be used in any such construction, repairs, alterations, demolition, moving or removal where in the opinion and judgment of Council such regulations are necessary to protect the health or safety of the public, or in the prevention of damage to persons or property within the Town.
