(a) Payment for the services rendered pursuant to this article shall be made to the Town's designated independent contractor. The independent contractor shall bill all such service accounts on a quarterly basis.
(b) Each property owner or occupant of an individual residence shall be responsible for the payment of service charges for solid waste collection and disposal service to said residence. Such charges shall be billed to the owners of each and every residence provided, that upon application by the occupant of any such residence, filed with the Town’s solid waste collection independent contractor and accompanied by an appropriate affidavit showing the occupant’s status as such, such bills shall be rendered to the occupant for payment.
