The Mayor at his discretion, after considering which method would be the most feasible, efficient and economical for the residents of the Town, may recommend to Council that the collection and removal of solid waste and recyclable materials generated within the Town be done by an independent contractor designated by Council. The determination to use municipal employees and equipment or an independent contractor shall be made by Council through the adoption of a resolution based upon proposals received from qualified firms and reviewed by the Mayor and Council.
