Prior to the issuance or renewal of any permit to operate a massage parlor:
(a) The Code Enforcement Officer shall inspect the site and the facilities to be used thereon to determine whether or not such facilities meet all requirements of the Town Fire Code, and to establish any regulations for the operation of such massage parlor to conform therewith.
(b) The Code Enforcement Officer shall inspect the site to determine the adequacy of sanitary facilities, rest rooms and determine if the facilities meet all of the Building Code requirements.
(c) The Mayor shall not issue any permit to operate a massage parlor hereunder until favorable recommendations from the Code Enforcement Officer are received by him.
