(a) The Mayor shall promulgate rules and regulations necessary to carry out the provisions and intent of this article, which rules and regulations shall be on file at the Police Department.
(b) If a subscriber fails to pay any fees established herein within thirty days of the due date, the Mayor shall order disconnection of the subscriber's alarm system.
