For the purposes of this article, the following terms, phrases and words shall have the meaning given herein. When not inconsistent with the context, words used in the present tense include the future, words in the plural number include the singular number, and words in the singular number include the plural number. The word "shall" is always mandatory and not merely directory.
(a) "Town" means the Town of Granville.
(b) "Council" means the Council of Granville.
(c) "Mayor" means the Mayor of Granville.
(d) "Monitoring system" means the fire/intrusion alarm monitoring or receiving system at the Granville Police Department.
(e) "Person" means any person, firm, partnership, association, corporation, company or organization of any kind.
(f) "Regulations" means such regulations promulgated by the Mayor necessary to carry out the provisions and intent of this article.
(g) "Subscriber" means any person, firm, partnership, association, corporation, company, political subdivision, taxing authority or organization of any kind, having a protective alarm system connected to the monitoring system at the Police Department.
(h) "False alarm" means any alarm signal or message initiated and transmitted through an alarm system to the Police Department soliciting response by Police or the Fire Department when the factual necessity for such response does not in fact exist, however caused, excepting by acts of God.
