921.18 SANITARY IMPROVEMENT FEE.
   (a)    The Sanitary Improvement Fee shall apply to commercial developers requesting sanitary sewer service from the Town of Granville. “Commercial Developer” is defined as an entity, corporation or person who will profit from commercial construction of housing, schools, churches, restaurants, industrial buildings, retail stores, hotel/motel, hospital, office buildings, service stations, swimming pools, shopping centers and any other “commercial enterprise”.
   (b)    Exempt from the Sanitary Improvement Fee are owners of existing, new or under construction single-family dwellings, not part of a subdivision or a tract of land subdivided for commercial or residential development for profit.
   (c)   A Sanitary Improvement fee of twelve hundred dollars ($1,200) per residential connection shall be paid to the Granville Sewer Board. Non-residential connections shall charged a Sanitary Improvement fee based on the chart below based on minimum loading for sewage facilities in Title 64 Legislative Rule Bureau for Public Health, Table 64-47-B. Facilities with large flows have been adjusted on said chart and are noted on the chart. Non-residential facilities not shown on the fee chart or facilities that encompass several categories shall be calculated by the Granville Sewer Board.
   (d)    All collected fees shall be placed in a separate account maintained by the Granville Sewer Board and shall be used only for Sanitary System Improvements.
   (e)    Developers requesting a main line extension shall pay the fee before or at the time construction of the main line starts. The fee shall be based on the number of proposed structures, single-home lots, apartments or nonresidential structures.
   (f)    When the development is adjacent to existing sanitary lines, the fee is due four weeks prior to the requested date of hook up to the sanitary service. Should the entire development flow to one point where it enters the Town’s system the fee shall be based on the number of proposed structures, single-home lots, apartments or nonresidential structures. If the development flows into the Town’s sanitary system at multiple points, only the proposed structures, lots, apartments or nonresidential structures serviced by that section of the development and entering the Town’s system at the point that service has been requested shall be accessed the fee.
   (g)    A sanitary service tap shall not be installed on any structure within a development with out written documentation that the Sanitary Improvement fee has been paid.
   (h)    Existing Structures within a commercial development that have had sanitary service prior to the enactment of this ordinance shall not be assessed the Sanitary Improvement fee unless the sanitary effluent capacity has been increased. (Example: A structure was used as an office building (35 workers fee would have been $3,010) and is then converted to a restaurant (60 seats fee $7,740) the fee for the new business would be the difference $4,730).
   (i)    This section shall be effective from the date of its adoption.
