All purchases or repairs costing more than twenty thousand dollars ($20,000), shall be awarded to the lowest responsible bidder after public notice as Council may prescribe; provided however, that the Town Council shall have the power, after opening all bids, to reject all bids and re-advertise; provided further tht this section shall not apply to purchases made pursuant to any agreement between the Town and the State Director of the Division of Purchases of the State Department of Finance and Administration. Town Council, in its discretion, may require competitive bidding on contracts costing less than twenty thousand dollars ($20,000).
