This article is adopted under the provisions of Senate Bill No. 1 and House Bill No. 1, First Extraordinary Session, 1947, of the Legislature of West Virginia, amending Article Four, Chapter Eight, of the Code of West Virginia, One Thousand Nine Hundred and Thirty-One, as amended, by adding thereto a new section number thirteen (b) and in accordance with the provisions of said act the taxes herein levied are operative and effective on and after the first day of July, 1947.
