Any person, firm, corporation or individual who shall operate and conduct any Bingo, or similar game, within the corporate limits of the Town of Granville, shall pay to said Town, in addition to the other licenses required of said Town, an additional special license tax of ten cents (10) for each and every adult participant in said game or games. This special license fee imposed shall be paid by the operators of said Bingo game, or other games, within seven days after said game is held within the Town; and the operators of said games are charged with the responsibility of keeping accurate records reflecting the number of players at each and every Bingo game operated and/or conducted by them within the Town, so that the Mayor, Recorder, or any other person duly authorized by the Common Council inspecting said records can verify the amount of license tax imposed under this article due and owing to said Town.
