No person under the age of 21 years shall be permitted in or on that part of the premises subject to the control of any private club where persons are permitted to drink alcoholic beverages, unless accompanied by and in custody of either or both of his or her parents or guardians, except in private clubs where selling alcoholic beverages is incidental to the private club’s primary activity of selling and serving food.
