(A) Except as otherwise provided in this chapter, every vehicle stopped or parked upon a roadway where there are curbs shall be so stopped or parked with the right-hand wheels of the vehicle parallel to and within 18 inches of the right-hand curb, provided that every vehicle stopped or parked upon the left-hand side of a one-way street with the left-hand wheels parallel to and within 18 inches of the left- hand curb.
(B) Adequate brakes shall be set on all parked vehicles.
