Whenever any electric wiring or other electrical apparatus becomes unsafe, defective or insecure, the Utility Superintendent shall notify the owner in writing to repair or remove the same, and upon the owner’s failure so to do within 24 hours or within such time as the Utility Superintendent may deem necessary, the Utility Superintendent shall cause service to be disconnected.
