All persons engaged in the business of installing electrical wires or appliances inside of any building within the corporate limits of the town shall first procure from the Town Clerk a license, except public telephone, televue and emergency call companies operating under regular franchise granted by the town may have the right to install their own apparatus. Provided, further, that before such license shall be granted the person, there shall be deposited with the Clerk the amount hereinafter stated as payment for the license, and the bond hereinafter required shall be duly given and approved by the President of the Board of Trustees.
