When a customer’s utility service has been cut off because of delinquency or act or omission of the customer, it may be turned on again only when all charges have been paid or other change in the conditions justify it. A charge of $25 shall be made for turning a utility on again. A charge of $50 shall be made for turning a utility on again if a meter has been removed and must be replaced.
