7-4-1: POLICE POWER EXERCISED:

This chapter shall be deemed an exercise of the police power of the City acting in its governmental capacity for the preservation and protection of health, welfare, morals, safety and cleanliness, and all of its provisions shall be liberally construed for the accomplishment of that purpose.
