Any owner, occupier, or person controlling land abutting a street right-of-way, or any other person desiring the trimming or removal of a tree from a street right-of-way, where such tree has not been damaged by an act of nature, or has died or is dying, or where the work has not been scheduled by the village, may trim or remove such tree, but only with a permit from the village and only so long as the village does not bear the cost for such work.
