§ 8-1-1 DRIVEWAYS, SIDEWALKS, AND CULVERTS.
   (A)   No person or corporation shall hereafter construct, build, establish, or maintain any driveway or sidewalk entering upon any village street causing the blocking of drainage along said village street.
   (B)   (1)   Any driveway entering a village street must be at least 16 feet wide and not to exceed 20 feet wide.
      (2)   Any sidewalk entering a village street must be at least three feet wide and not to exceed four feet.
      (3)   The culvert tile used to support driveway and sidewalks to allow free flow of water in gutters must be at least eight inches and not more than 12 inches in diameter.
      (4)   No part of said driveway or sidewalk shall be constructed in such a manner as to change the grade of gutter or direction of free flow of water in said gutter. All driveways or sidewalks entering a village street shall be kept and maintained at all times in accordance with the provisions hereof by the owner and tenant of real estate served by said driveway or sidewalk.
