(A) The Village President may, during the existence of drought conditions, declare a drought burning ban by proclamation.
(B) In the event a drought burning ban is declared, the village shall use best efforts to publicize the drought burning ban though the mass media and through notification on village utility bills. A drought burning ban shall continue in effect until the Village President issues a second proclamation that the burning ban is rescinded.
(C) No person shall burn landscape waste or start or have a recreational fire during the pendency of a drought burning ban.
