§ 1-6-3 COMMITTEES.
   (A)   The following named committees shall be the standing committees of the Board of Trustees of the village:
      (1)   Water;
      (2)   Streets;
      (3)   Police;
      (4)   Sidewalks and Public Improvements;
      (5)   Public Property and Building Inspection; and
      (6)   Health, Safety, and Municipal Building.
   (B)   Each standing committee shall consist of three members of the Board of Trustees to be appointed by the president, who shall designate and name the person to serve as committee chairperson, with the advice and consent of the members of the Board of Trustees.
   (C)   All matters of business coming before the Board of Trustees shall be first referred to the appropriate standing committee, which standing committee shall consider such matter, and make a report of the recommendation of the majority of the members of the committee before such matter is considered and voted upon by the Board of Trustees as a whole.
   (D)   Any report of a standing committee may be deferred for final action thereon, to the next regular meeting of the Board of Trustees after the committee report is made, upon the request of any two members of the Board of Trustees.
   (E)   Special committees may be appointed from time to time by the President with the advice and consent of the members of the Board of Trustees, and the President shall designate and name the person to serve as committee chairperson as well as the remaining members of such committee.
