(A) Whenever the Village President, or any trustee so authorized by the corporate authorities of the village becomes aware of the existence of a nuisance tree or bush, he or she may order the abatement of the nuisance by sending to the property owner as disclosed by the records of the County Assessor, and to the occupant of the property, a notice substantially in the following form.

NOTICE OF NUISANCE TREE OR BUSH VIOLATION

PLEASE TAKE NOTICE that there is a nuisance tree or bush on the following property owned or occupied or otherwise controlled by you within the corporate limits of the Village of Grandview, in violation of Ordinance No. 2008-08, “an ordinance regulating nuisance trees and bushes, providing for their removal and implementing 65 ILCS 5/11-20-7.” The address of the property is , Grandview, Illinois.
The definition of “NUISANCE TREE” or “NUISANCE BUSH” in Ordinance 2008-08 is as follows.
(a) Any tree or bush, or trunk, limb, or branch thereof, which overhangs any sidewalk, street, or other public place in the village in such a way as to impede or interfere with traffic or travel.
(b) Any tree or bush, or trunk, limb, or branch thereof, which by reason of disease, age, wind damage, or any other reason, has become likely to fall on or across any public place or way.
(c) Any tree or bush, or trunk, limb, or branch thereof, which by reason of disease, age, wind damage, or any other reason, has become likely to fall on or across an abutting lot in such a way as to cause or threaten personal injury or damage to buildings or personal property.
(d) Any tree or bush, or limb or branch thereof, which has been felled or damaged by storm or otherwise, such that branches and limbs are have been lying about on the ground for more than 14 calendar days, provided that if the damaged tree or bush has been trimmed to remove damaged branches or limbs, and such branches and limbs have been prepared and placed for disposal in an authorized manner, such tree or bush does not fall within the definition.

You are hereby ordered to remove such nuisance tree or bush, or abate the condition giving rise to the nuisance, within ten calendar days of the date of this notice.
Ord. 2008-45 provides that any person violating its provisions is subject to a fine of no less than $100 nor more than $750 for each day a violation is allowed to continue, if the village must prosecute you for violating Ordinance No. 2008-08, it will seek fines beginning from the date of this notice. Ordinance No. 2008-08 also provides that if you fail to remove the nuisance, the village may do so, or may hire someone to do so, and may place a lien on the premises described in this notice if you fail to pay for the work. If the village itself performs the work, it will charge $100 per hour for the work.
