§ 4-7-6 UNREMARKABILITY OF RECYCLABLES.
   A licensee may relieve itself of the obligation to pick up and dispose of any class of recyclable materials by submitting to the village proof of the lack of a reasonable market for such recyclable material. If a licensee is not required by the City of Springfield to collect and dispose of a class of recyclables, such will constitute sufficient proof that there is a lack of a reasonable market for such class.
