§ 4-1-10 CLASSIFICATION AND FEES.
   (A)   (1)   A Class G “Grocery” license shall be issued only to grocery stores, including convenience stores, and shall entitle the licensee to sell alcoholic liquor in not more than case lots, in bottles or cans only, for consumption off the premises where sold. The annual fee for such license shall be $360. The annual fee shall be payable in two installments, namely, $180 on December 31 of each year and $180 on June 30 of each year.
      (2)   (a)   A Class G-P “Grocery-Pour” license shall be issued only to grocery stores, including convenience stores, and shall entitle the licensee to sell alcoholic liquor in not more than case lots, in bottles or cans only, for consumption off the premises where sold, and additionally, the retail sale of beer and wine only for consumption on premises where sold, subject to the following additional regulations:
            1.   The area in which beer and wine is sold for consumption on premises shall be physically segregated, with walls or partitions, from the remainder of the store, and shall be designated as an area for consumption of beer and wine with appropriate and prominent signage, and access to such designated area by persons under the age of 21 shall be strictly prohibited, and the signage shall so state;
            2.   If the licensee has licensed video gaming terminals, the beer and wine sales for on-premises consumption shall be conducted in the same space where the terminals are located;
            3.   No customer shall bring beer or wine in an original package from elsewhere in the store into the area designated for on-premises consumption, or beer and wine in from the area designated for on-premises consumption to any other area of the store;
            4.   The licensee shall procure and continuously maintain dram shop insurance, and show evidence thereof at the time of applying for or renewing the license; and
            5.   The licensee shall abide by all applicable regulations of the County Department of Public Health.
         (b)   The annual fee for such license shall be $1,200. The annual fee shall be payable in two installments, namely, $600 on December 31 of each year and $600 on June 30 of each year.
      (3)   A grocery store holding a Class G license may convert the license to a Class G-P license if the Class G-P license is open, and upon filing of a new application for a Class G-P license and approval thereof by the Liquor Commissioner and payment of a one-time conversion fee of $420.
   (B)   A Class N “Not for Profit” license may be granted only to a club, and shall entitle the licensee thereof to sell at retail alcoholic liquor for consumption, but not in the original package on the premises specified in the license. The annual fee for the license shall be $300. The annual fee shall be payable in two installments, namely $150 on December 31 of each year and $150 on June 30 of each year.
   (C)   A Class P “Package” license shall be issued only to a package store, and shall entitle the licensee to sell at retail alcoholic liquor in the original package only for consumption off the premises where sold. The annual fee for the license shall be $600. The annual fee shall be payable in two installments, namely $300 on December 31 of each year and $300 on June 30 of each year.
   (D)   A Class R-1 “Restaurant 1” license shall be issued only to a restaurant and shall entitle the licensee to sell at retail beer and wine only, by the glass, in bottles, or in cans, for consumption on the premises where sold. The annual fee for the license shall be $600. The annual fee shall be payable in two installments, namely $300 on December 31 of each year and $300 on June 30 of each year.
   (E)   A Class R-2 “Restaurant 2” license shall be issued only to a restaurant and shall entitle the licensee to sell at retail beer and wine by the glass, in bottles, or in cans, or other alcoholic liquor not in the original package, for consumption on the premises. The annual fee for the license shall be $720. The annual fee shall be payable in two installments, namely $360 on December 31 of each year and $360 on June 30 of each year.
   (F)   A Class SE “Special Event” license shall be issued only to a bona fide religious, charitable, labor, business, fraternal, educational, or veterans’ organization which operates without profit to its members, and which has been in existence continuously for a period of five years immediately before making application for a license and which has had, during that entire five-year period, a bona fide membership engaged in carrying out their/its objectives. The license shall authorize the sale at retail during a special event on the premises specified, and during the time specified therein, of alcoholic liquor by a special event retailer. The fee for the license shall be $100; the term of the license shall not exceed three days.
   (G)   A Class T “Tavern” license shall entitle the licensee to sell at retail alcoholic liquor for consumption on the premises specified and to sell at retail alcoholic liquor in the original package for consumption off the premises where sold. The annual fee for the license shall be $1,200. The annual fee shall be payable in two installments, namely $600 on December 31 of each year and $600 on June 30 of each year.
   (H)   Initially, the number of licenses issued by the village shall be as follows:
      (1)   There may be one Class G licenses;
      (2)   There may be one Class G-P license;
      (3)   There may be zero Class N licenses;
      (4)   There may be one Class P licenses;
      (5)   There may be zero Class R-1 licenses;
      (6)   There may be zero Class R-2 licenses;
      (7)   There may be one Class SE license outstanding at any time; and
      (8)   There may be nine Class T licenses.
