(A) After the preparation of a tentative report and ordinance, the Zoning Commission shall hold a public hearing thereon, public notice of which hearing shall be published in a newspaper not more than 30 nor fewer than 15 days prior thereto, and such notice shall state the place where copies of the tentative ordinance are available for examination.
(B) Within 30 days after the final adjournment of its hearings, the Zoning Commission shall make a report and submit a proposed ordinance to the Board of Trustees, which thereupon may enact such proposed ordinance with or without change, or may refer it back to the Zoning Commission for further study.
