No sale as defined in Section 557.01 shall be permitted without first obtaining a sale permit from the office of the Safety Director and the payment of a two-dollar ($2.00) fee. The Safety Director shall authorize such permit for no more than two sales in a twelve-month period, calendar year, for a single residential address with the stipulation that there be at least thirty days between sales within the same twelve-month period and that each authorized sale lasts for no longer than two consecutive days, beginning no earlier than 9:00 a.m. and ending not later than 8:00 p.m.
