(a) No railroad company or any other person, firm or corporation or any agent or employee of a railroad company or other person, firm or corporation shall blow or sound a locomotive steam whistle, horn or bell within the corporate limits of the City, provided, however, that the provisions hereof shall not be construed to prohibit the blowing of a locomotive steam whistle or the sounding of a locomotive bell in cases of emergency or immediate danger.
(b) Whoever violates any provision of this section shall be guilty of a minor misdemeanor.
