549.11 PELLET GUN, SLINGSHOT OR BOW.
   (a)   For the purposes of this section, the following shall be defined as follows:
      (1)   "Pellet gun" means any instrument, device or thing capable of expelling or propelling one or more pellets or projectiles by the force of compressed air or a spring mechanism;
      (2)   "Slingshot" means any instrument, device or thing capable of propelling one or more pellets, stones, projectiles or any other objects by the force of an elastic band, strap or cord of any type;
      (3)   "Bow" means any instrument, device or thing capable of propelling one or more arrows, projectiles or any other object, thing or missile by the force of the resiliency of such instrument, device or thing.
   (b)   No person, without privilege to do so, shall discharge or cause the discharge of any firearm, cannon, rifle, revolver, pistol, air gun, pellet gun, slingshot, dart gun or bow upon or over the property of another, or any public street, alley, highway, park, playground or any other public place.
   (c)   The Director of Public Safety is hereby authorized and empowered to issue special permits to persons to operate or use pellet guns, slingshots or bows for special events of contest, practice or instruction if in his judgment such event will be properly supervised by qualified persons and adequate safety precautions will be enforced. Such permit shall set forth the time and places where such events may take place.
   (d)   This section shall not apply to any function operated under the authority of the Board of Education.
   (e)   Whoever violates this section is guilty of a misdemeanor of the fourth degree.
