(a) No person shall do any of the following:
(1) Sell, give, distribute or make available for sale, donation or distribution any pamphlet, handbill, advertisement, dodger, circular or other printed or written matter of any kind or description unless there appears legibly thereon the name and address of the person, firm, corporation or organization responsible for such document;
(2) No person shall sell, give or distribute any pamphlet, handbill, advertisement, dodger, circular or other printed or written matter of any kind or description upon any street, sidewalk or public place within 500 feet of or at any entrance to or exit from any school, church, library, park, playground, stadium or other public building or place of public assembly.
(b) Subsection (a)(2) does not apply to persons who have first obtained from the Mayor written permission to so distribute pamphlets.
(c) The Mayor is hereby granted authority to issue permits to persons who desire to distribute pamphlets within the 500-foot limitation set by subsection (a)(2) of this section if in his opinion such distribution will not be likely to incite or produce lawlessness.
(d) Whoever violates this section is guilty of illegal pamphlet distribution, a minor misdemeanor.
