The City shall provide for the voluntary registration of any cat owned by a resident of the City. Any resident of the City may voluntarily register his cat with the City by completing a Cat Registration Form provided by the City and filing such form with the Police Department. Upon the filing of such form the City shall issue the owner of the cat an identification tag which may be worn by the cat.
