(a) No person being the owner or having charge of any animal shall keep or harbor any such animal in the City so as to create noxious or offensive odors or unsanitary conditions which are a menace to the health, comfort or safety of the public.
(b) The Board of Health is hereby authorized to enforce the provisions of this section and shall adopt rules and procedures for the such purpose. Such rules shall include a provision authorizing the Health Commissioner to issue enforcement orders and file complaints for violation of this section against an individual failing to comply with the enforcement orders.
(c) The section shall be enforced upon complaint filed by the Health Commissioner or any other person.
