No person being the owner or having charge of any animal shall keep or harbor any such animal within the City which by his frequent and habitual conduct creates unreasonably loud and disturbing noises of such charactor, intensity and duration as to disturb the peace and quiet of the City. Any person who allows any animal habitually to remain or be lodged or fed within any dwelling, building, yard or enclosure, which he occupies or owns, shall be considered to be harboring such animal.
