355.02 CONDITIONS FOR ESTABLISHMENT OF RESIDENTIAL PARKING DISTRICT.
   Council shall consider the following conditions when establishing a residential parking district:
   (a)   Residents of the premises comprising the proposed district shall submit a petition on the form prescribed by the Safety Committee of Council containing the names of at least sixty-five percent (65%) of the residents and owners of such premises, one per household or residential unit, requesting such a residential parking district.
   (b)   Such district shall be defined by specific boundaries such as public streets, alleys, railroads or City corporation boundaries and shall be wholly contained within residential zoing districts.
   (c)   The party submitting the petition shall file with such petition an affidavit listing by street address number the owners and residents of all property located within 100 feet of the subject premises.
   (d)   A public hearing before the Safety Committee of Council shall be held not less than fifteen days after written notification by regular mail or personal delivery by the City to all residents in the specific area and to each resident and owner within 100 feet of the subject premises. The notice of public hearing shall be published once in a newspaper of general circulation in the City not less than seven days before such hearing.
   (e)   The Safety Committee of Council shall submit a recommendation to Council based on its findings of the warrants for such district.
