Whenever Council determines that parking congestion in the streets of a particular residential district is such that the restriction of parking to nonresidential users is necessary to reduce hazardous traffic conditions and to promote the health, safety and welfare of the residents of the area by providing adequate parking spaces to gain access to their residences, it may establish a residential parking district.
