353.04 REMOVAL OF VEHICLES.
   (a)   During the snow emergency time period, the Director of Public Safety, Director of Administration, Police Chief or any member of the division of Police are hereby authorized to remove or provide for the removal of any vehicle parked on any street or road designated as a snow emergency route and in violation of the posted parking restrictions.
   (b)   Any cost incurred in such removal and storage shall be paid by the owner of the vehicle and such cost shall be in addition to any fines or penalties which may be imposed on the owner or operator of such vehicle for violation of emergency snow route parking regulations.
   (c)   Whoever violates this section is guilty of a minor misdemeanor.
