351.15 ABANDONED VEHICLES.
   (a)   No person who is the owner, agent, operator or other person in charge of any vehicle shall permit such vehicle to remain parked, standing, or abandoned upon any street or alley for a continuous period longer than twenty-four hours. Any vehicle found remaining parked, standing, or abandoned upon any street or alley for a continuous period of fifteen days shall be subject to immediate towing and impound at the direction of the City Police Department. This section shall not be construed as affecting any other parking regulation now in effect or that may hereafter become effective but shall be construed as an additional parking limitation. The purpose of this section is to prohibit continuous long-time parking and the storage of vehicles on streets of the City.

   (b)   Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
