(a) No person, firm or corporation shall stop, stand, park or leave unattended any motor vehicle, trailer, boat, portable stand or structure or vehicle upon any public park, playground, school ground, recreation area, sidewalk or other public lots or lands except in such areas as are specifically provided for parking purposes or when so parked at the direction of a police officer.
(b) No motor vehicle, trailer, boat, portable stand or structure or vehicle shall be parked or left unattended so as to obstruct the free movement of other vehicles over and upon the permanent or temporary roadways, driveways or parking areas, or in violation of any duly authorized and conspicuously posted signs restricting parking within or upon such regulated lots or lands, except when so parked at the direction of a police officer.

(c) Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
