(a) The Director of Public Safety shall not issue a permit for carload or bulk sales from any vehicle or temporary structure stationed on any public street, alley, lot, or other public place.
(b) Nothing herein shall prohibit any regular retailer within the City from advertising his or her goods, wares, or merchandise in the front of and on the premises of the usual place of business and to make sales from such advertising displays.
(c) Nothing herein shall authorize food trucks or other vehicles offering goods or services for sale to operate upon the public streets or public rights of way of the City; provided, however, that such vehicles may operate in connection with City-wide events that receive authorization or an event permit from the Director of Public Safety.
