State law applicable to municipal corporations, now in force or hereafter enacted, and which is not in conflict with this Charter, or with ordinances or resolutions here before or hereafter enacted by the Council, shall be applicable to this Municipality. Nothing contained in this Charter shall be construed as limiting the power of Council to enact any ordinance or resolution not in conflict with the Constitution of the State or with the express provisions of this Charter.
Any section or part of a section of this Charter held invalid by a court of competent jurisdiction shall not affect the remainder.
