(a) Established. Metered parking is hereby established in Grandview Yard District in approximately 270 street parking spaces identified in Appendix 3 attached hereto; in compliance with Section 4.5(c) of the Amended and Restated Development Agreement dated July 23, 2014 ("the Development Agreement") by and between the City and NRI Equity Land Investments, LLC ("the Developer").
(b) Permits. The City may establish permit parking to provide an alternative convenient method of complying with metered parking, and shall, in such event, be the sole issuer of permits. The City may sell monthly parking passes at a price not to exceed $50.00 per month.
(c) Violation. Failure to pre-pay or display a permit for parking in metered parking areas shall be considered a violation of the parking ordinance and shall result in the issuance of parking fines, in accordance with Section 351.99.
(d) Hours. Metered on-street parking may be enforced Monday through Saturday, during the hours of 8:00 a.m. and 10:00 p.m. Any provision of this Ordinance or regulation of the City which limits parking, standing or stopping shall not be construed to limit parking, standing or stopping on Sundays and holidays, unless such provision or regulation specifically limits parking, standing or stopping on such days or entirely prohibits parking, standing or stopping at all times. The Mayor may waive meter days or modify rates for special events or holidays.
(e) Rates. Rates for on-street parking spaces shall not exceed $2.00 per hour, unless otherwise determined by legislative action. Maximum parking durations may be established, depending on the goals, objectives, and other factors applicable to each Parking Management District. Rates among the Parking Management Districts may vary, provided that no rate shall exceed the foregoing maximum unless otherwise required to comply with the Development Agreement. (Ord. 2017-07.
