(a) The following Commercial Parking Management Districts ("Parking Management Districts") are hereby established:
(1) Grandview Avenue Area: including Grandview Avenue between First Avenue to the south and the corporation limits south of Third Avenue to the north, and that portion of West First Avenue between Grandview Avenue to the east and Ashland Avenue to the west, as denoted on Appendix 1 hereto;
(2) Goodale Boulevard Area: including the section of Goodale Boulevard located between Grandview Avenue and Northwest Boulevard, as denoted on Appendix 2 hereto;
(3) Grandview Yard District: including that part of the Grandview Yard bounded by Goodale Boulevard to the south, Rail Street to the east, the corporation limits south of Third Avenue to the north, and Bobcat Avenue to the west, as denoted on Appendix 3 hereto.
(b) Parking Management Districts may be geographically defined or redefined from time to time to reflect changing conditions.
(c) Unless otherwise provided herein, no metered parking is established in any Parking Management District.
