Municipal funds of the City may be expended for certain fringe benefits and other amenities for its Municipal officers, employees, or other persons when properly appropriated and defined. Such fringe benefits and other amenities shall include but not be limited to coffee and pastries for certain meetings held at City Hall, costs of attending certain City related functions, plaques and awards, school safety patrol trips, life insurance, health insurance and any and all other benefits not in conflict with the Charter.
